Wyoming, your Input Matters the Wyoming Governor's Council on Developmental Disabilities is planning for the Five-Year State Plan (2027-2031).
To aid the development, information was collected from September of 2024 to December of 2025 using the following means:
Surveys
Listening sessions
Anecdotal stories
Information and referrals
Recognizing and monitoring state/national trends
Recognizing best practices being used by other collaborative groups/projects
Social Media information/discussions
Recognizing barriers
These data collection processes helped to determine the goals and objectives based around Areas of Emphasis and the Council’s Mission to Seek, Educate, Change.

2021–2026 Five-Year Plan Goals
Goal #1 – Individual/Family Advocacy
An increased number of citizens with Developmental Disabilities and families are better able to access services, influence policy, communicate needs, and build relationships in their communities.
Goal #2 – Systems Change:
An increased number of citizens with developmental disabilities, family members, professionals, organizations, policymakers, and the public are better able to advocate for positive systems change to increase independence, productivity, and inclusion in community life.
Goal #3 – Capacity Building:
Citizens with developmental disabilities, family members, professionals, organizations, policymakers, and the public will have increased information about disability issues, services, and supports so they can access what they need and advocate for themselves, as well as for broader systems change.
The Council’s Areas of Emphasis
The Council focuses its work in several key areas that support individuals and families in meaningful ways:

Transportation
Housing
Recreation
Quality Assurance
(Self-Advocacy, Abuse Prevention, Accountability, etc.)
Community Services
(Family Support, Workforce, Waiver Services, Natural Supports, Cultural Diversity, etc.)
These areas help guide the Council’s priorities and decision-making, ensuring efforts stay aligned with the needs of the community and the direction outlined in the DD Act.
